1. THE PREMISE
AGREED The campaign arc is the Wrath of the Kami and the elemental imbalance.
SOURCE writ-of-wilds-wilderness.lore — Wrath of the Kami is an active volcano at the center of Kinenkan province, causing tremors felt as far as Centipede lands. Its annual winter eruption is so dependable that the Agasha consider it a troubling omen if it fails to erupt.

Dragon: The regularly erupting Wrath of the Kami volcano falls silent, followed by an avalanche isolating the Kitsuki family and a massive blizzard.
So the silence-as-omen is the book's own worked example of what the imbalance does to Dragon lands. We did not invent this.
SOURCE Also already in progress across Dragon lands: Dragon winters have grown the harshest in living memory with deep snows and avalanches.
AGREED The mountain has been silent for roughly twenty years — since Norikage's birth. The Agasha have been alarmed that entire time. It is now beginning to stir again.
AGREED The Agasha are relieved. Norikage is not, because the priest at his birth proclaimed the mountain would not erupt within his lifetime.
The consequence we landed on: his dread is unshareable. The mountain waking is unambiguously good news to everyone in Rokugan. He cannot voice his fear to a single person who will not be pleased for him. For a solo game this is the load-bearing structural feature — the isolation is built in rather than staged.
The three live readings of the prophecy
Do not resolve early. All should stay available.
- The prophecy was false → Togashi authority is hollow → which is what the Perfect Land Sect has been saying.
- The prophecy was true → its terms are about to be satisfied by his death.
- The prophecy was a description, not a promise → something was holding the mountain shut, deliberately.
OPEN Does Norikage already understand that the silence was the omen, or has he spent twenty years believing he was blessed? This is the biggest unresolved character question. Carrying it since gempuku and learning it in play are completely different characters.
2. CHARACTER FACTS THAT CONSTRAIN DESIGN

Bushidō: Sincerity paramount. Duty least significant. Giri (sheet, stale): Togashi Oharu, provincial daimyō. "At the moment, he is eyes and ears." Ninjō: Study theology with the Phoenix, who seem to understand the elemental imbalance.

What these force
- Earth Needs No Eyes raises Vigilance by his Earth Ring. Vigilance 1 → 4, plus sensing three range bands in all directions through the ground. He is oblivious while moving and perceptive only when he stops, kneels, and listens. Build scenes that reward the pause.
- Blood of the Kami adds bonus successes equal to school rank when activating a kihō linked to a tattoo. AGREED The motif is a spider, across both pectorals.
- Combat is a failure state. Melee 0, Unarmed 1, Air 1, Water 1. One competent bandit is a genuine threat and there is no party to absorb damage.
- Strife spikes hard. Composure 8, with both an anxiety and an adversity handing out 3 strife at a time. His stated stress response is to slow down — he doesn't explode, he grinds to a halt at the worst moment.
- He is a terrible spy who gets away with it. No Skulduggery, no Sentiment, Air 1. Affect of Harmlessness is the entire mechanism.
- Lord Togashi's Insight is the built-in hint valve for solo play — TN 2 Meditation (Void) for a partial hint from the GM. Use it deliberately.
Sheet corrections needed
- AGREED The Jade Tadpole came from a priest at his birth, not from Togashi Yokuni. Q16 field is stale.
- AGREED His lord is now a Togashi abbot, not Togashi Oharu. Giri field is stale.
- SOURCE The seven moles in a perfect circle are the published flavor text for Portentous Birth, not necessarily his. AGREED Not visible in art.
- OPEN The Left Green Armband-sash has no description and no established meaning. Still unresolved.
3. THE POSTING
AGREED His lord is a Togashi abbot who has sent him to monitor the progress of the samurai depopulating the village.
Implication worth noting: this restructures his giri. The sheet has him reporting to Oharu; now Oharu (or her administrators) are the subject of the surveillance and the temple is the recipient. A monk informing on samurai, to a temple, about a policy the temple has no formal standing to object to.
Why this fits: Sincerity paramount, Duty least significant. He has never had to choose between them because he has never been asked to do anything dishonest. Now he has.
SOURCE writ-of-wilds-dragon-clan.lore — administration of Dragon lands (trade, taxation, infrastructure) is a Mirumoto responsibility. So the samurai doing the depopulating are plausibly Mirumoto administrators, not Togashi.
YOURS White Flower Village: population shrunk, samurai forcing peasants out to other settlements, eventually becoming a Perfect Land Sect refuge. Near Seido Fukurokujin.
NOTE White Flower Village appears only as a label on the Dragon lands map. No lore text exists. Everything about it is yours to define.
OPEN Location not finally chosen. Alternative from your notes: Mountain Song Temple, near the Agasha/Mirumoto boundary, south of Shiro Agasha. Mountain Song keeps the volcano on the horizon every session; White Flower has more political texture and puts the volcano at rumour-distance.
MINE, unadopted If White Flower: split birthplace from posting. Born in a Kinenkan mountain village near the volcano, posted three hundred li north. He learns about the mountain late and secondhand — which is also how he learns everything else, per his build.
4. THE PRESSURE LOOP
MINE Offered as a structural engine, not a mandate:
Village empties → shrines go untended → kami are displaced → the ground gets strange → the mountain's behavior changes → the prophecy comes into question → Togashi authority erodes → the sect grows → more people leave.
SOURCE This is grounded. writ-of-wilds-wilderness.lore: kami may be displaced when shrines fall into disrepair, when they are offended, or when encroaching spirits force them to flee. And the Kaito, deployed to investigate the imbalance, have been discovering many neglected or corrupted shrines.
SOURCE, corrected The theory that humans are the ultimate cause belongs to the Asako family: thoughtless interaction with natural resources has been slowly wearing away at elemental balance over generations. If accepted it would disrupt Rokugan's entire way of life. (I previously attributed a version of this to the Agasha and invented a Kitsuki counterpart. Both were wrong.)
5. THE FOUR SUBPLOTS
AGREED Moon cult, Perfect Land Sect, Yobanjin, Yokai.
Perfect Land Sect
SOURCE emerald-empire-history.lore — late ninth century doctrine that the age is one of Declining Virtue and that chanting a mantra brings Shinsei's return. Offered peasants freedom from mortal trials and rebirth. Samurai considered it heretical; outlawed in Phoenix lands by the tenth century.
SOURCE There is a "Ties to the Perfect Land Sect" entry in writ-of-wilds-mechanics.ttrpg and a "Perfect Land Sect Member" in path-of-waves-systems.ttrpg — mechanical hooks exist if wanted.
AGREED context Kenzan is Brotherhood of Shinsei and Yogo-born. The sect thread runs directly through him.
OPEN Whether the sect is already present in the village or arrives during play.
Moon Cults
SOURCE writ-of-wilds-dragon-clan.lore — Refuge of the Three Sisters, a rare shrine to Lord Moon in Dragon lands, reached by dangerous ascent. The shrine appears different to each visitor. Three women (adolescent, matron, crone) representing the Moon's phases answer any question in riddles, but misfortune befalls those who dare ask.
SOURCE celestial-realms-phoenix-clan.lore — some moon cultists believe in "moon people" who live on the moon and visit the Mortal Realm. People with large birthmarks, heterochromia, or albinism are considered potential moon people.
MINE If the seven moles are canon for him, a cultist reads that mark as belonging to a different sky than the priest claimed. This thread attacks his identity rather than his duty. Note this conflicts with the art decision to keep the moles invisible — resolvable, but flag it.
OPEN Whether he ever asks the Sisters about the mountain, and what it costs.
Yobanjin
SOURCE writ-of-wilds-peoples.lore — Great Clans maintain contact with multiple Yobanjin tribes for trade and intelligence.
SOURCE writ-of-wilds-wilderness.lore — Yobanjin Mura, a trade village in the Phoenix foothills frequented by passing Yobanjin tribes, overlooked despite technically violating Imperial decree. Also Sachihoko Tower, watchtower-monastery erected at Seppun behest to warn the Dragon of northern invasion; in a thousand years its signal has never been lit.
MINE Tip of the Tongue implies fluency in multiple languages; in the far north that plausibly includes Yobanjin dialects. If so, he can hear a version of what the mountain is that nobody around him can.
OPEN Whether the anxiety's languages are Yobanjin at all. Your call.
Yokai
SOURCE celestial-realms-phoenix-clan.lore, The Lost Shrine — an abandoned shrine near Beiden Pass, lost to administrative errors. Its neglected spirit transformed into a yokai with an affinity for spiders; approaching within an hour's walk causes mounting strife; the Forgotten Spirit appears as a pony-sized black spider to anyone passing the torii, demanding worship and attacking if refused.
This is the precedent that makes "abandoned village → abandoned shrines → yokai" mechanically and thematically legitimate. It is also, coincidentally, a spider — same as his tattoo.
SOURCE writ-of-wilds-wilderness.lore — the most frightening yokai are former humans cut off from civilization: bog hags of the Shinomen and kobukaiba, whip-haired forest hags of the northern Dragon mountains. Elders use these as warnings against severing oneself from civilization — which is precisely what displaced villagers are being forced to do.
SOURCE A Yokai Hunter title exists in writ-of-wilds-gm-tools.ttrpg — a possible advancement path, and one that would cost a monk his pacifism.
6. HIS NINJŌ IS HARDER THAN IT LOOKS
SOURCE writ-of-wilds-wilderness.lore — The Phoenix have not yet revealed this to the other clans for political reasons.
His stated ninjō is to study with the Phoenix because they seem to understand the imbalance. But the Phoenix are actively concealing it. So his ninjō is not "go get taught" — it is "gain access to a secret a Great Clan is deliberately keeping." That is a much better goal than it appeared at session zero.
SOURCE The Kaito are the family deployed to investigate, they practice mikodo (the Way of Shrines), and they descend from the Hyoketsu, a Yobanjin tribe absorbed into the Phoenix in the 5th century. Their ancestral shrine Sanpuku Seido sits on the northern border in the Great Wall of the North and contains the well imprisoning Ateru's spirit, which weakened the boundary to Toshigoku.
So the Phoenix most likely to teach him about neglected shrines are half the thing his Empire calls barbarian, and they have their own containment problem. His ninjō and the Yobanjin thread are the same door.
7. THE CAST — MOSTLY UNRESOLVED
Yogo Kenzan — AGREED The Scorpion name is deliberate. He is Brotherhood of Shinsei. Q13: the person from whom Norikage learned the most.
MINE The Yogo curse (betray the one you most love) works best played straight and late, as an act of virtue rather than villainy — an honest report, a truthful answer to a direct question. His integrity is the weapon. Not adopted; you may want the curse to work entirely differently or not be in play at all.
The abbot — AGREED exists, is Togashi, gave the surveillance order. OPEN everything else: name, age, motive, whether his reasons are pure.
The administrator(s) — OPEN entirely. MINE Argued for making the consolidation sound policy rather than cruelty — falling birth rate, trade deficit, villages that cost more than they return — so that Norikage's paramount tenet of Sincerity collides with someone else's sincerity. Not adopted.
Togashi Oharu — on the sheet as provincial daimyō in the regional capital. OPEN whether she remains in play now that the abbot is his lord.
The priest who came down the mountain — OPEN and probably the most valuable unresolved NPC. Twenty years of retelling means nobody agrees on the exact wording of the prophecy anymore. Recovering the actual sentence could be a whole investigation.
8. OPENING
YOURS Kick off with a festival.
YOURS Track the superstitions of the general populace as an ongoing element.
MINE These combine: run the festival as a catalogue of local practice, then let the practices that are drifting — half-remembered, performed slightly wrong by people with nobody left to correct them — be the campaign's early-warning instrument for the imbalance. Plays entirely to Theology 2 and Meditation 2 rather than exposing Melee 0.
OPEN Which festival, what season relative to the expected eruption, and what actually happens.
9. LONGER-RANGE, UNCOMMITTED
- SOURCE Wrath of the Kami Temple — Agasha-built, on a plateau adjacent to the volcano, all stone, designed to withstand earthquakes, with one of the Empire's finest rock gardens. Home to the Brothers of Wrath, a small order who consider the heat near the crater holy and are rumored immune to fire, though they have taken a vow of silence. There is a statted NPC, Agasha Hayato, Stoic Guardian (Combat Conflict Rank 4), guardian of this temple, with deep elemental insight and mastery of fire kihō.
- SOURCE Furthest Fortress — remote Dragon outpost in the second-largest mountain in Rokugan, containing an ancient vault with a puzzle-box lock designed by Togashi himself. The Last Riddle is the only way to open it.
- SOURCE Serpent's Tail Mine — intertwined gold and iron veins believed to be the tracks of two rival spirits who escaped from the Wrath of the Kami volcano. Possibly relevant to what left the mountain, or what is in it.
- YOURS A war against the Great Climb, with Kitsuki primarily fighting. Flagged as a long shot in your notes. Note that the published Dragon imbalance manifestation includes an avalanche isolating the Kitsuki — those may be the same event.
10. OUTSTANDING QUESTIONS
- Does Norikage know the silence was the omen, or has he believed he was blessed?
- White Flower Village or Mountain Song Temple?
